John Bates Clark appears to have written this brief essay as an attempt to appease socialists so as to prevent violent revolution. He sympathizes with their concerns: that society ought to be beneficial for all, and not just the most powerful. His view is that society can do this by maintaining competition in the economic system and introducing government whenever certain injustices (such as monopolies, substandard working conditions, and environmental damage) are committed. Competition, however, is one of the most critical components of the economic system, and it does the most to help all people, including the poor. Socialism is misguided, in his view, because it would lower the wages of the rich as well as the wages of the poor.
I think the essay is fairly decent because it's a good outline of neoclassical economics, Clark's proposals have been adopted in many countries, and because it's an interesting perspective and response to Socialism. However, many of Clark's proposals were vague, and the Kindle version had poor formatting (there weren't even indents for new paragraphs). So, I rank this three stars.
