Verse (O ye who believe! When you do debt) accounts for a loan transaction or Bai 'Salam. According to Imam At-Tabari, God commanded the man in debt, that debt write in their notebook. And order to the the debt recorder of debt, in order to write in a just way. And these commandments are obligatory, unless there is evidence that states that this was the only organized nature. Whereas another verse which says (if one of you trusts the other) occurs when there is no opportunity to write, or go to the the debt recorder the debt. But if there is time to write or have the debt recorder , the ruling becomes compulsory. As the Word of God, (And to a writer of you wrote it right). Narrated by Adh-Dhahak, he explained his words, (O ye who believe! When you do debt for the specified time, should you write it down). He said, "if the sale is not in cash, you were ordered to record. Whether the transaction is in small or large scale." Reported by Al-Saddi about the meaning of this verse, he said: "the scribe should not refuse to write, if in a state of leisure". (Tafsir At-Tabari, Volume 4, 2001: 69-120)


This verse is a confirmation of what Allah has revealed to him, a Book of their Lord. Contained therein is clean and unclean things, promises and threats, commands and prohibitions, and other things that have meanings that adapt with the verse. Narrated by Qatadah on his word (The Messenger believeth in the Quran which was revealed to him from his Lord), that when this verse was revealed to the Prophet, he said, "and he has the right to be believed". Meaning of the verses (We make no distinction between a single one of their messengers) is the news from God that the believer at that time say like this. While the verses (We hear) explains that each believer heard the word of God, what is judged, and whatever he deny. (We obey) asserts that every believer is to obey God on the compulsory provisions , worshiped with great devotion, and trust him. "Forgiveness" is an instrument of God to cover the sins of those who are forgiven, and not to open shame, shame in the world or the hereafter, and forgive him from every punishment. Until finally said, "only to Thee, O Lord, we return, so forgive us our sins". (Tafsir At-Tabari, Volume 5, 2001: 148-153)
